Second, the holes you can see cut into some pipes — those are fabrication in progress, material already allocated to specific projects, sitting between operations.
When a supplier keeps only sample quantities, every order is a procurement gamble — they buy material when they get an order, and you wait on their supplier's lead time. When a factory holds real stock, the math changes:
